This parity page recreates the public Flow package-selection contract from production inside local_pcl_portals. It keeps the offer, package options, and registration requirements visible without routing parity back to legacy /pennacool/flowbundles.php.
The old submit service remains out of scope here. The correct next step is a plugin-owned registration workflow, not a direct revival of the legacy AJAX endpoint.
